This is to certify that ….. has been licensed to lie from ….. day of  ….. 19.. to  ….. day of  ….. 19.. he being a duly qualified liar, having passed a most rigid examination by the Ancient, Reckless and Independent Order of Deceivers or Liars Union, and after having successfully passed the required examination, we do hereby grant him this license.

(Jones was proclaimed Mayor of Vancouver when his predecessor, the 25th mayor, died suddenly in 1947. In 1948 he was reelected in his own right, but his term was cut short by his sudden death on September 1st.)
