I just thought it was a funny picture/caption! But..
Roger Sherman Hoar (politician and later, science fiction author) was doing a campaign junket and kindly drew some illustrations to go along with the interview the Boston Post published October 29, 1916. By the age of 23 Hoar, a Harvard graduate, was a Massachusetts state senator. In 1916 he was running as a democrat for congress.
