Is the illustration from the Brooklyn Daily Eagle by John R. Neill?

I’m not sure who drew it, it was part of a full-page ad for Loeser’s department store. He did do some advertising art (in Philadelphia) around that time, so there’s a possibility, but I’m guessing it’s more likely that it’s just a similar style.
