They did! Usually on an editorial page you’d find one (or a couple) editorials, maybe a society column, a cartoon, some annoying ads (boring ones for patent medicines) and then usually some quips (the best part!).

A popular column of syndicated quips by ‘Tom Sims’ (Tom Sims ran for years) was used by quite a few papers, and for about three months in 1924 it took a mock newspaper form which (I thought) was really funny. They basically just took a quips they usually used in the column but put them under different categories in the “newspaper” like ‘health hints’, ‘fashion tips’ and ‘gardening hints’ like these ones:
